Job Opening -- Communications Manager

Job Description:
The Communications Manager will be responsible for the oversight, management and accountability of strategic communication efforts and education of the Interstate Oil and Gas Compact Commission (IOGCC) including its member states.  This position will fully develop and execute communications plans for public relations campaigns, publication releases, award recognitions, organization's initiatives and projects, and other efforts as needed.

The Communications Manager will act as liaison between member states, including governors' offices, federal agencies and other IOGCC partnerships.  For IOGCC standing committees, the Communications Manager provides assistance to committee chairmen and its member for projects and meetings.

Essential Function:
* Manage all IOGCC communications strategies.
* Develop marketing plans for IOGCC Strategic Plan, publications, projects and general IOGCC goals.
* Generate and promote publications, collateral materials, newsletters, reports, presentations/speeches, meeting materials, news releases and other
   communications projects of the IOGCC and its federally funded projects.
* Monitor and respond tot he general national news media, industry newsletters and other sources of information related to coverage of the IOGCC
   and issues of interest to the states.
* Assist with communicating to the IOGCC governors, staff and official representatives concerning these issues.
* Manage the IOGCC websites and social media.
* Serve as staff liaison for Public Outreach Committee and other committees as needed.
* Serve as the media contact for news releases, IOGCC publications and all general media inquiries and outreach.
* Develop marketing strategy for each meeting and serve as media coordinator for meetings, including preparation and distribution of news releases
   and other materials.
* Coordinate IOGCC recognitions including the Chairman's Stewardship Awards.
* Serve as a member of the grant development team.
* Oversee technical issues and coordinate with contract technical support.

Other Duties and Responsibilities
* Public speaking on behalf of the IOGCC.
* Complete other assignments as assigned, including projects unrelated to communication but supportive of the
   goals set forth by the strategic plan. 
* Assist with overflow work or duties, as directed by the Associate Executive Director.


General, Technical or Specialized Education Required -- Minimum
* Bachelor's degree from an accredited university, with communication/journalism major preferred.
* Knowledge of applicable state and federal issues and organizations.
* Complete knowledge of Microsoft Office, desktop publishing -- specifically Adobe Creative Suite and overall professional office procedures and office
   machine operation.
* Knowledge of HTML code.
* Knowledge of social media strategies

Previous Work Experience Required:
* At least five years of experience in the public relations or communications field and excellent interpersonal skills.
* Experience using desktop publishing software including Adobe InDesign, Photoshop and Illustrator.
* Previous experience working directly with a professional printer.
